Kira E. Loehr is an associate in the firm. She practices primarily in the areas of Energy, Telecommunications, and Environmental Law. She was named a Wisconsin “Rising Star” in Environmental Law for 2006 and 2008, as announced in Milwaukee Magazine.
Ms. Loehr regularly represents organizations before the Public Service Commission of Wisconsin, the Federal Energy Regulatory Commission, and the courts.
In 2008, Ms. Loehr won her first case before the Seventh Circuit Court of Appeals, Sierra Club v. Franklin County Power of Illinois, 546 F.3d 918 (7th Cir. 2008). Also in 2008, Ms. Loehr secured a major victory on behalf of the Citizens Utility Board. CUB and a number of other parties objected to Alliant Energy’s proposed $1.26 billion coal plant as harmful to ratepayers and the environment, and the Public Service Commission of Wisconsin agreed and rejected the plant in a unanimous decision. Ms. Loehr obtained another victory for the environment in 2008 before the Office of Administrative Hearings in Kentucky when the Hearing Officer upheld determinations that a power plant developer’s Clean Air Act permit had expired. This victory also included the award of sanctions against the developer’s attorney for violating procedural rules.
Ms. Loehr currently serves on the Board of the Energy and Telecommunications section of the State Bar. She is also active in the Environmental Law section of the Bar, having recently contributed to the mock trial materials for the state’s high school mock trial competition.
